The loss of so many U-tankers between May and August caused U-boat Command to order all U-boats leaving Germany to refuel at Norway before heading into the Atlantic. The few U-boats leaving on patrol from France in August crept out along the edge of the Spanish coast, travelling individually and with strict orders to come to the surface for the minimum time each night for recharging batteries. Meanwhile Doenitz kept most of the U-boats in their Biscay pens, awaiting the arrival of W. Anz.
